1) PRESIDENTIAL COMMISSION.

Every project endeavor was originally a simple idea, so the first main point will be the formation of a special group aimed to crystalize this plan currently being on its draft form stage.

Only the President of the nation has the power to create a presidential commission whose duty is to study the costs and all state budgets intended for the initiation, development and satisfactory completion of this mission with lucrative financial consequences and endless benefits for the country. “The Mother Project Waste” Not only will ease up the method to collect the garbage unpleasantly spread over the country’s urban areas, but will automatically transform it into a permanent asset for the state, destined to be expanded when new plants on the country’s different regions are complete and opened with the same resources supplied by this very first plant. This presidential commission or "Elite Group for Remnant Elements" will be formed only by fully demonstrated professionals widely-skilled on their duties with authority to manage the bids and hire a well-trained personnel for every field, to choose and study the lands where structures are to be established, asset the ways to collect the compounds, will negotiate the materials, vehicles and machineries used  for the plant’s operation and create the tactics to promote the public awareness about domestic trash’s classification importance, this group may also set up the merchandise's negotiations  being manufactured and to plan identical upcoming projects. The Elite group will be governed by the guidelines established on this plan, and they are indebted to report every stage of negotiation and are liable to be investigated by boards of internal affairs if it’s required and depose position if indicted. Once this group is established, we are ready to create the second relevant point related to the legislation and the lawmakers whose duties are to create the legal ways for the compliance and proper operation of this project to be passed to the National Assembly for its approval.

 

2) REGULATIONS.

On the second point of this project we'll talk and clarify the establishment of the law that covers the plan in order to achieve the task of recycling nationwide. We know that to this day Venezuela does not count on a general recycling system, so we must consider the fact of creating for the first time  not only the facility’s physical location where the material transformation will take effect, but also the legislation tended to  regulate and control the process of this salvage system.
Garbage is an unclaimed component that once it’s out of the holder’s possession  (when its voluntarily discarded) it is automatically transformed into a no-one-element, however this element is still under the jurisdiction of a country that automatically becomes the new owner of these compendiums and as the new holder it has the legal right to use them at its own discretion, this benefit however must have a tinge of social nature as it was procured  from a mass collaboration, this brings up a possible cause for the price to be lower at the product’s creation or otherwise the profit generated could in good percentage favoring the community  which it came from, nonetheless  these laws of  moral nuance must be created and established by the lawmaker group who will regulate the prices for both, domestic sales’ purposes, (more accessible) and export means, (regular international market price).

This lawmaking group appointed by the Head of State  not only will create and provide for new  regulating laws, but also to make  the power to enforce new peripheral procedures for the management  and guidelines of national trash and city junk generated along the country, such as creating penalties for  discharging  waste on public places, roads and highways, dumping of garbage and rubbish on the streets and sidewalks, ban the foreign receptions into the country  of harmful substances, polluting or nuclear materials, biochemical or any intolerable elements  to the health of humans, animal or the environment, to make regulations prohibiting dumping contents in urban sewages, on beaches, rivers or shores that could cause permanent water pollution or infestation, to create laws for the awareness of polluting groundwater  due to sewage whose contents end up into  natural bodies of water, including rivers, beaches, coasts, lakes and natural springs, as well as bringing people  to the knowledge of the different types of residues, mainly those that could be harmful to human health such as the asbestos  ( fibrous metamorphic minerals formed by the league of metal silicates or calcium, magnesium among others) that constantly breathed cause harm to health, as well as the mixture of some chemicals such as chlorine and ammonia whose fusion fumes could be lethal to humans and animals. Laws to engage companies to label products in order to identify the presence of lead, mercury or arsenic, a fresh and updated legislation to require cities from certain number of population to build their own water-treatment-plants and to avoid pouring polluted drainages into rivers or beaches. Fresh regulations to prevent pouring mineral oil in both land and into water, especially mechanical workshops along the cities or businesses involved in mineral oils discharges, edicts to prevent waste incineration by municipalities and states, as these garbage lots will be brought to delegated places for processing or destruction by the imposition of this new legislation, including castoff mineral oil. (This law does not prevent individual-trash-burning by their owners).

This new legislation will also regulate the use of loading trucks, machineries and every state provision involved in the custody, handling or transportation of debris to their places of destinations and their limitation of use for such purposes, the law will instate the habit of uniforms, tools and  procedure protocols in the job to insure labor safety  and the proper management of the compounds, as well as the code’s control for municipal containers  where waste collections occur, regulations to be followed by the truck drivers  and the workforce at the facilities. Among the laws stated by the legislating group there will be a mandatory and a special one to include in the very same installations, which is the creation of an ample-roomed facility whose main purpose will be the general maintenance not only for the loading trucks, but also for all the steady machineries and for the maintenance of the entirety of the physical building in a permanent manner. This department will not only take care of the equipment but also will carry out the features to maintain the whole area clean and in operational  capacity including offices and green areas,  the creation of the regulations and the necessary codes for this department will remain on the elite group’s decision and it is mandatory.

 

The purpose, care and maintenance of the equipment (will be periodic and mandatory,) carried out by a professional staff of technicians committed only to the maintenance and overhauling of these machines, in their whole complexity. The salaries earned by the plant’s entire staff  and peripheral workers must come from the production sales and no from salaries provided by the government after at least the second semester following the beginning of the production and marketing. Establishments of laws  stating the prohibition of construction nearby the plan as well as official orders to avoid illegal possessions of lands or dwelling displacement close by  the plant’s boundaries. The recycling facilities access will be limited for outsiders due to different reasons such as pollution, toxic gas release, shaping materials, fumes, melting elements, moving machineries, risky jobs performed on the premises etc. (except for  the purchasing areas).

 

A pamphlet showing  the procedures and type of recyclable waste will be developed and the general public will be allowed  to collect common waste (objects not owned by anyone or  components not representing parts of the city and its possessions or serving as a use for someone or something), the pamphlet will state clearly the objects to be collected without harming anyone or to create a disadvantage to a particular individual or thing, such as discarded aluminum cans, all kind of papers, cardboard, boxes, junk metals, general metals, paper bags, old newspapers, glass bottles, glass parts, plastic bottles, tires, plastic parts and all types of regular waste in order to be properly transported to the plant for sale and to be reuse, the pamphlet will also name the trash types that are not required or those elements and actions that could place the collectors in jeopardy. These wastes will be properly brought to the plant by their owners and exchanged by fair fees stipulated by the elite group in accordance to international prices.

 

3) AWARENESS.

To accomplish the task of recycling we must put ahead different situations that are highly necessary because without them it would be impossible a satisfactory resulting end, this is the awareness of the population.

We all know it is really difficult to change the habits when people are molded to a custom for certain time, we could use as an example the fact of using a single domestic container to dispose the waste. It is highly necessary a social ploy delivered through the radio and television with an educational programing and infomercials aimed to introduce people to a new way to divide or select domestic wastes.

Let’s say we have a fictional character whose name is "Mary", Everyday Mary cleans her apartment and collects garbage which she throws into a single container. Today Mary swept and set her apartment and threw into her single garbage container a leather belt with a metal buckle, some chicken bones, a stained damp rag, some banana peels, several eggshells, some old newspapers and paper bags, some plastic bottles, glass bottles and a pair of useless metal skates, all accompanied with the dust she collected during the sweep. If Mary would have been properly trained to divide her waste, maybe she did not have a single container but possibly three of them in which the first one she would have placed the plastic bottles, the glass bottles, the metal skates together with the belt and buckle, in the second container the newspapers along with the paper bags, and in the third one she would have laid the dust collected in the sweep, the chicken bones, the banana peels, the egg shells, and the stained rag.
