It is said that the first division of waste is the most important one in the recycling process, (this is due to the thousands of tons of waste whose classification makes it highly malleable for the industry) so, since having cast all elements into the same container, the metal skates with the buckle  hadn’t  had much quality in the fusion because of its oxidation state, the paper bags with the newspapers wouldn’t have qualified for recycling due to its advanced stage of pollution, the plastics would have been on high degree of contamination and labor to clean must have been costly as well as the glass bottles whose task would have taken longer, using more detergent and mechanical work and disinfection process, demanding so much effort and expense, however with this important primary  division  simply done by Mary, the industry managed to find the paper bags and the  newspapers free of pollution that immediately qualified  to be recycled, the metal skates and a the buckle  fully lustrous without any oxidation for easy liquefaction, the plastic bottles did not require a deep cleaning but only a short and cheap rinsing before the merger, the glass bottles were ready to be rinsed and grounded for future melt, and the banana peels along with the eggshells, the stained rag, the chicken bones and the dust swept by Mary had a simple and concise way without much complication to be processed into compost for agriculture.
Mary has saved the recycling system an enormous time and money in addition to providing high-quality raw material. Mary has now become the number one contributor to the recycling industry thanks to the programing based on how to divide and preset the household remnants.
It is this way how the recycling process starts, in which every individual would be willing to contribute voluntarily, so one important thing on the first stage is to maintain several dumpsters to classify the waste and the process will continue on a higher scale when the trucks arrive to deposition sites already presorted and conditioned for certain pre-classified types of materials. This very same idea will be used for the TV infomercials with the task of showing and teaching the general public not only to classify the domestic litter, but also to dispose garbage properly and not on the ways, lectures about not to pollute bodies of water, to collect their own waste after making their sales on the streets (street vendors), to keep clean the fronts of their homes and to provide all viable ways to support people in permanent voluntary cooperation.

 

4) CREATION OF THE PHYSICAL PLANT.


As a sovereignty of the National Government, this has the authority to hire companies who are responsible for the physical construction of these facilities and therefore the power to request them through fair bids (in this case foreign proposals) since Venezuela does not have precedents on a  recycling plant construction of this magnitude, so in order to proceed it is necessary to search, trace and choose a favorable geographical location to base this brand new facility for the establishment and operation of the  first plant intended for collection, classification and recycling of new products derived from  municipal remnants.

Since this is a pilot plan the national government will draft the location of a single site destined to be the seating place of this  waste processing plant, however distinct logical points will be considered by the legislator group in establishing several laws to govern these properties based on the size, location or extent of the land, since according to its nature it must be remotely located from the city to avoid any kind of contamination, and as a mandatory requirement this plant also must be contented into  boundaries properly constructed and guarded to prevent    people from trespassing, whether to be children or adults searching on the   garbage lots   as this may  endanger  their health and it also goes in detriment to the plan.
The gates of these boundaries will be well guarded by look-out posts provided with security guards maintained permanently on the inputs and assisted by cameras and surveillance systems, these entries will be open automatically for the arrival and departure of collection trucks or staff. These grounds chosen by the national government will have to be merely large due to the magnitude of its various uses, as they will not only be seats for the collection plant but will also  have several spaces framed up for different departments and locations of waste, such as the element-separation plants, and the facilities to produce and process the different materials (Papers) (plastics) (metals) (glasses) (generic material for fertilizer), (isolated unclassified material) and (material aimed for destruction). It will also have dependencies of each of these products responsible for the merger and the storage of new production, this involves large tracts of land for the development of each of these materials, and so these growing merchandise will require extensive deposits for placement while their marketing is being processed, as well as loading truck spaces to be transported to other places, so this field for no means must be of small proportions. As a seat for a general collection plant and remnants processing it must be placed way far from mountainous areas and conveniently sited on flat lands over a well-ventilated areas, far away from any populated place.

 

A) METAL RECYCLING.


There are two types of metal recycling, those called  ferrous metals recycling  (iron-based) such as iron pieces themselves, steel rebar, train wheels, track rails etc. and  non-ferrous recycling (iron baseless) such as pieces of aluminum, soda cans, copper pipes, tin wires, lead parts etc. The metal is considered a chemical, reasonably inclined to be recycled since it is  a good heat conductor  and it maintains a solid state at normal temperatures, (except Mercury) however to be   merged it first needs to be purged prior to liquefaction, that is why a piece-separation-job is required in order to sort out and process the  different types of metals, many of these metallic elements have to pass through a purification and cleaning process   using chemical solutions such as sodium hydroxide for  contaminants removal or go through a magnetic selection process (magnetization) which are huge industrial magnets that only attract certain metals when activated, it is also essential for the pieces to be washed  with water or other liquids to rinse and clean them up from wastes that could pose a problem by the moments of  the liquefaction process, nonetheless this whole system of cleaning and sorting is worth it when we see the production results  on new pieces of  metals for sale in industrial amounts and ready to be placed either to  domestic or foreign trade for factories, representing billions of dollars from renewable sources since most metals have the property of being liquefied unlimitedly once the use of the machinery they represent becomes obsolete.

All this complicated process requires to be handled by graduated professionals with plenty of experience in the different fields of industrial and material engineering and all those essential studies in manufacturing development, as well as a specialized technical staff in this area.
It is said that there are three types of sources to collect metals, the first one is called "Own  Origin", which consists of remaining elements in the casting process later to be re-used by the very same factory, the second one is called "Industrial Origin "this is simply the collection of leftovers from the production of other factories in serial-production plants, such as metal scrap, canned goods, ships' metal parts, vehicles, engines or deprecated machinery (Ferric Scrap), and the third one is called "Obsolete Origin" which are pieces of machine scraps  that have outlived their useful life and are rendered or replaced by new modern machinery but still its material (metal) can be re-used to be recycled. On this category we could name electrical appliances such as blenders, mixers and electronics such as computers, radios, sound equipments, batteries etc. (This collection could be considered the most difficult due to the sorting and selection process which is submitted  for classification of elements) (On this project this category remains at the   discretion of the elite group who could decide their classification, use or complete destruction of scraps classified as (RAEE.) Or (AEE) named in the law 151/2005 of the European Parliament on waste from electrical and electronic equipment, as there is the possibility  it could be exported for sale on request whether to Italy or to any other European country).

The metal collecting industry is based on three factors: 1) how effective can be the recovery of previous uses, 2) how effective can be the recovery process and selection, and 3) what would be  the technical difficulties of this processing.
The collection of metals especially steel entails to a pre-selection method for isolation of pollutants, as pieces could be covered with paint or holding concrete, once all these steel scraps are de-contaminated they are sized up and compacted into large jumbles to be transported to ovens in order to pass through the liquefaction process. Once this procedure is completed the stacking process begins and various metal products (whether they are Steel, Iron, Aluminum, Brass, Lead, Copper, etc.) are ready to be distributed as feedstock for industries or converted into implements of different uses for distribution and sale.

 

B) PAPER RECYCLING.


 Have you ever wondered why there isn’t so much trash on the streets of cities in most industrialized countries? Simply, because it is collected by ordinary people to sell it to the recycling plants. Almost every recycling plant worldwide is open for the purchase of garbage whether in large or in small amounts, such as aluminum (in all forms), polymers, metals, papers and even some plants receive engine used oil for recycling (On this project the oil salvaging and methane gas processing are not included, however it is up to the elite group their possible incorporation).
